In practice, crushing blow has been neutered several times - it doesn't affect bosses, is affected by physical resistance (including the 50% blanket in 1.09), doesn't scale with number of players in a game, and works at lowered effectiveness on bows, etc. Crushing blow (in theory) takes off half of the enemy's current hit points.
